It's just a little hard to get those boulders rolling from where we are, so much of it is taken as academic. I ask because I remember reading that CCAC students fall under this tax as well and my question is that isnt CCAC under County services eventhough some, not all, campusus are in the City and if so then where is Onorato on this issue?? As a County Executive and a leading PA gubernatorial candidate, shouldnt he be more vocal against this tax (I know he said it wasnt the right way to go a few days ago about filling the budget gap but shouldnt he of all people understand the backlash of any taxation on constituents?!?!?). <br /><br />My point is, and I may come off as a little bit uninformed about City-County governments, but since the City of Pittsburgh lies within Allegheny County, isn't there some sort of "jurisdiction" issue at stake here between the City and County on taxing those who use City services v. those using County services (CCAC)??<br /><br />Also, have we figured out if this applies to grad students yet?? Yeah, he may be kicking the can, but it's options ripe for discussion. <br /><br />Also, I was hoping for someone to pick up on that angle, whereas, Sheilds was requesting services in lieu of taxes to assist the city - and the region - in lowering the municipal pension and health insurance costs while splitting the wage tax between an individual's residence and workplace.<br /><br />Perhaps a post agenda for another day, but if the ax must fall then it seems more feasible for the non-profit community to provide services in lieu of taxes: state lobbying, wellness programs, free continuing education, legal aid, audits from the business school, printing services, etc. Let a kid manage your debt or fix a road.
