On the other hand, four sets of $1000 or $750 payments, each submitted over three or four sequential months does look suspicious, like the consultant was submitting charges at some particular lower level of approval limit, that just avoided oversight. Doesn’t mean the work wasn’t legitimate, but if a consultant was promised 13 grand or six grand, maybe it would have been better to just pay them that sum and have the oversight. <BR/><BR/>I guess his district office charges are petty cash, not rent (since the amounts go up and down). It would be nice to have documentation for those charges, but ninety five hundred over three years doesn’t seem like a huge payoff scheme with city money (the worst possible read you could put on it).
