I don't like the idea of futzing around with our Charter to solve a problem that just bubbled up. If we want to provide stopgap funding, annual funding, let's away and do that. There may be years in which Carnegie Libraries score some efficiencies, and that should be passed on to the taxpayers.
However, I see the argument, and I'll be interested to see where this goes. I think RAD is a fair option, but we might awake a giant that is already sleeping on us.
